Regulatory Systems Rule Amendment (RSRA) 2025
In September the Minister of Transport signed off a tranche of small changes to a number of Rules in a single rule change process which was called a Regulatory Systems Rule Amendment (RSRA). This process is similar to the old ‘Omnibus Rule’ process that was discontinued in 2021 but also covers slightly more substantial Rule changes.
The 2025 RSRA includes changes to the following Rules:
· Land Transport Rule: Heavy Vehicle Brakes 2006
· Land Transport Rule: Glazing Windscreen Wipe and Wash and Mirrors 1999
· Land Transport Rule: Heavy Vehicles 2004
· Land Transport Rule: Light Vehicle Brakes 2002
· Land Transport Rule: Vehicle Dimensions and Mass 2016 (VDAM Rule)
· Land Transport Rule: Vehicle Standards Compliance 2002 (VSC Rule)
· Land Transport Rule: Steering Systems 2001 (the Steering Rule)
· Land Transport Rule: Driver Licensing 1999 (Driver Licensing Rule)
· Land Transport Rule: Traffic Control Devices Rule 2004 (TCD Rule)
The changes the TCD Rule specifically include:
· Clarifying that road controlling authorities may use:
o Green surface texture/coloured surfacing for cycling infrastructure, and
o Red surface texture/coloured surfacing where an RCA considers there is a high crash risk.
· Adding the following signs to Schedule 1:
o Advanced contra-flow cycle facility
o Pass safely pedestrians
o No right turn, Part time (flashing)
o Pedestrian – kuia and tamaiti with marae supplementary sign
o Goods Vehicle Lane
o Shared path behavioural and cycle detector loop
· Adding the following markings to Schedule 2:
o Goods Vehicle Lane
o Pedestrian Crossing (New Format and (Interim Format))
o Requiring that bus stop markings must be at least 2.5 metres wide
· Including the directional cycle signals in Schedule 3.
